A peça da TVI sobre o abismo fiscal nos EUA

É capaz de constituir justa causa de despedimento do jornalista que a elaborou. É que é daquelas coisas que se pode dizer que são "not even wrong".

Para começar, o que é o "abismo fiscal"? O Nuno Gouveiaaqui uma explicação mais detalhada, mas, basicamente, o que aconteceu foi que algumas reduções de impostos aprovadas nos tempos de Bush filho foram temporários, expirando a 31 de dezembro de 2012. Assim, se nada for feito, em 2013 os norte-americanos serão confrontados com um aumento brutal de impostos.

Para impedir isso, tanto Obama como a liderança republicano têm sugeridos planos alternativos, em que sejam renovados as reduções de impostos para a maior parte das pessoas, sendo afectados apenas os altos rendimentos. No entanto, tais propostas têm sido rejeitadas por muitos congressistas republicanos, que só aceitam uma solução em que ninguém fique a pagar mais impostos (convém notar que, aqui, a "opção default" é o aumento de impostos para quase toda a gente - isto é, se o Congresso não aprovar medida nenhuma, os aumentos de impostos entram automaticamente em vigor).

Ora, a peça da TVI descreve o "abismo fiscal" de forma totalmente fantasiosa - diz que os EUA estão à beira de atingir o limite do endividamento e que, caso não haja acordo, vão entrar em incumprimento e não vão conseguir pagar a dívida! O autor está claramente a confundir o "abismo fiscal" com a questão do "debt ceiling", um assunto largamente diferente. E dá a entender que o motivo porque Obama está a propor o aumento de impostos sobre os mais ricos como uma maneira de impedir esse incumprimento, quando o que se está a discutir pouco tem a ver com isso.

E isso é um erro gravíssimo porque inverte completamente os termos do problema - dá a entender que o perigo que vem aí é o de o governo dos EUA ficar sem dinheiro, quando o risco é exactamente o oposto: ficar com dinheiro a mais (e os norte-americanos com dinheiro a menos) devido aos aumentos de impostos.

[Será que os jornalistas foram influenciados pelo facto de viverem num país em que o problema orçamental principal tem sido, realmente, o Estado estar à beira de ficar sem dinheiro, e por isso terem dificuldade em imaginar que outros países possam ter problemas orçamentais diferentes? Admito que para um sul-europeu - ou para um irlandês - a ideia "temos que fazer urgentemente alguma coisa para impedir o deficit de descer demasiado" é um bocado contra-intuitiva]

Adenda: já que estou com a mão na massa, tenho também algumas dúvidas que seja verdade isto que o "Público" diz: "os democratas querem uma subida concertada de impostos apenas nos rendimentos mais elevados e os republicanos, por outro lado, defendem um aumento generalizado de impostos sobre o rendimento"; a ideia que tenho é que grande parte dos republicanos se opõem a qualquer aumento de impostos (exactamente o oposto do que o Público diz), mas talvez o jornalista se esteja a referir às propostas de alguns republicanos de eliminar benefícios fiscais (o que realmente fará muita gente pagar mais impostos), ou simplesmente ao resultado prático de recusar qualquer compromisso com Obama e os democratas (que irá ser "cair no abismo" e subir os impostos para todos).

Ter "mau feitio" dá saúde?

No facebook está a ser dada muita publicidade a um suposto estudo dizendo que ter " mau feitio" faz viver mais anos.

A mim, parece-me que há aqui uma grande confusão conceptual e de tradução de inglês para português - se lermos as noticias e não apenas os titulos, o que esse estudo diz é que as pessoas que exteriorizam as emoções negativas em vez de as interiorizarem vivem mais tempo. Note-se que, na imprensa aglo-saxónica, o que tem sido escrito é que "hot temper" faz bem à saude.

Qual é a minha objecção a isso tudo? É que "hot temper", "expressar emoções negativas", etc., tem muito pouco a ver com o significado em português da expressão "mau feitio" - "mau feitio" não tem a implicação de uma pessoa que "explode" facilmente (ao contrário de "hot temper"), mas mais a de uma pessoa negativista, que nunca concorda com nada, pouco colaborativa, com má opinião dos outros, teimosa, etc. (se formos fazer a tradução inversa, e procurarmos uma expressão inglesa equivalente, a mais adequada talvez seja "curmudgeon").

Na verdade, se existe um estereótipo sobre as pessoas com "mau feitio" até é o oposto da de "expressar facilmente emoções negativas" - é mais a de serem frequentemente pessoas contidas e reservadas, que raramente exprimem as suas emoções (e que desconfiam das pessoas que exteriorizam facilmente as emoções, chamando-as de "deslaidas", dizendo que "estão sempre a fazer teatro", etc.). Pelo menos, eu considero-me uma pessoa com "mau feitio" e não sou nada dado a exprimir emoções negativas, e positivas ainda menos... (há dias, quando eu estava irritado com uma coisa, uma colega que, pelos vistos, reparou que eu estava irritado, comentou "quanto estás irritado, ninguém pode contigo; e como não deitas cá para fora, ficas sempre com a irritação").

Já para as pessoas com "hot temper", o estereótipo até é mais a de que se "zangam na altura, mas depois ficam logo bons" (algo que não tem muito a ver com "mau feitio").

Armas, criminosos e "malucos"

Eu sempre tive alguma desconfiança face ao argumento "se as armas forem ilegais, só os criminosos terão armas".

Sim, isso é verdade para os criminosos "profissionais", para quem o crime é um modo de vida, e que facilmente sabem onde arranjar armas, seja nos EUA, em Portugal ou no Japão. Mas tenho (ou tinha) algumas dúvidas que tal seja válido para os "malucos", os indivíduos que "se passam" e um dia começam ao tiros com toda a gente - a esses não será fácil arranjar uma arma ilegal; nomeadamente, não será fácil saber onde comprar uma: afinal, se mesmo a maior parte das pessoas "normais" não fazem ideia de onde ir para adquirir ilegalmente uma arma (bem, eu pelo menos não sei), ainda menos pessoas mentalmente perturbadas, com uma visão distorcida da realidade e/ou com problemas de relacionamento interpessoal.

No entanto, o caso do "assassino de bombeiros" leva-me a reconsiderar: o autor parece encaixar mais no perfil do "maluco", estava proibido de possuir armas, e mesmo assim conseguiu arranjar uma. Ou seja, afinal mesmo os "malucos", se quiserem realmente matar alguém, conseguem arranjar armas, mesmo que estejam legalmente proibidos.

"The Christmas Truce, which occurred primarily between the British and German soldiers along the Western Front in December 1914, is an event the official histories of the "Great War" leave out, and the Orwellian historians hide from the public. Stanley Weintraub has broken through this barrier of silence and written a moving account of this significant event by compiling letters sent home from the front, as well as diaries of the soldiers involved. His book is entitled Silent Night: The Story of the World War I Christmas Truce. The book contains many pictures of the actual events showing the opposing forces mixing and celebrating together that first Christmas of the war. This remarkable story begins to unfold, according to Weintraub, on the morning of December 19, 1914: "Lieutenant Geoffrey Heinekey, new to the 2nd Queen's Westminister Rifles, wrote to his mother, 'A most extraordinary thing happened. . . . Some Germans came out and held up their hands and began to take in some of their wounded and so we ourselves immediately got out of our trenches and began bringing in our wounded also. The Germans then beckoned to us and a lot of us went over and talked to them and they helped us to bury our dead. This lasted the whole morning and I talked to several of them and I must say they seemed extraordinarily fine men. . . . It seemed too ironical for words. There, the night before we had been having a terrific battle and the morning after, there we were smoking their cigarettes and they smoking ours." (p. 5)

The last chapter of Weintraub's book is entitled "What If — ?" This is counterfactual history at its best and he sets out what he believes the rest of the 20th century would have been like if the soldiers had been able to cause the Christmas Truce of 1914 to stop the war at that point. Like many other historians, he believes that with an early end of the war in December of 1914, there probably would have been no Russian Revolution, no Communism, no Lenin, and no Stalin. Furthermore, there would have been no vicious peace imposed on Germany by the Versailles Treaty, and therefore, no Hitler, no Nazism and no World War II. With the early truce there would have been no entry of America into the European War and America might have had a chance to remain, or return, to being a Republic rather than moving toward World War II, the "Cold" War (Korea and Vietnam), and our present status as the world bully."

"Filmes de qualidade"

Algumas pessoas estão indignadas por a Comissão de Classificação de Espectáculos ter negado a "A Mulher que Viveu Duas Vezes" o estatuto de "filme de qualidade", o que lhe daria a isenção de uma taxa qualquer.

O que acho fazer menos sentido no meio disto tudo é haver uma comissão oficial para decidir que filmes têm "qualidade".

Em defesa da 2Day FM



A rádio australiana 2Day FM (e nomeadamente os seus locutores que fizeram a chamada) têm sido culpados pelo suicídio da enfermeira Jacintha Saldanha.

Mas vamos lá ver - haveria alguma razão para imaginar que a chamada falsa pudesse ter esse desfecho?

Imagine-se que eu buzinava com o meu carro e que o barulho provocava um ataque cardíaco a um transeunte? Seria eu responsável por isso?

Ou seria eu responsável se, quando vou dar pão aos patos do "Parque da Juventude",  uma criança de aproximar do lago para ver os patos a comer e, nisso, cair lá e morrer afogada?

Se vamos culpar as pessoas pelos desfechos dos seus actos, mesmo quando não havia nenhuma razão lógica para supor que o acto pudesse ter esse resultado, em breve não se poderá fazer nada (afinal, qualquer acto humano pode dar origem a uma cadeia não prevista de acontecimentos, que poderá sempre ter um desfecho trágico)

Os drones e a democracia

As a theoretical matter, remotely piloted vehicles are simply a tool of warfare, morally indistinguishable from manned aircraft. The more efficiently the U.S. can target and kill its enemies, the better. And drones are cheaper to operate, carry far less risk for American military personnel and make it easier to collect intelligence than their manned counterparts.

In reality, though, the U.S. uses drones differently than it uses traditional weapons. Because they’re small and cheap, they’re in constant operation in parts of Pakistan, Yemen and Somalia — and thus much more likely to be used to deliver lethal strikes. We’ve gone from a policy of firing only on high-value targets, such as senior terrorist leaders, to one of engaging groups of young men who present the mere “signature” of militant groups. (...)

Most problematic, though, is the fact that drone policy is so shrouded in secrecy that it’s essentially impossible to accurately assess the costs and benefits. Because it’s run covertly by the intelligence and special-operations communities, only a handful of people are privy to the details of the drone war — and almost all of them are prohibited from sharing what they know.

What we do know is from the combination of dogged reporting and selective (and quite probably self-serving) leaks. Back in May, the New York Times described the painstaking process President Obama and his national security team allegedly use to decide who goes on its kill list. We were told that the President personally ensured that each strike would “align . . . with American values.”

More recently, The Times reported that, in the weeks leading up to the election, the administration began “pushing to make the rules formal and resolve internal uncertainty and disagreement about exactly when lethal action is justified.”

Apparently, it occurred to the White House that it might be a good idea to have some structure in place in case a President Romney were to take office and inherit the drone program. As one official put it, “There was concern that the levers might no longer be in our hands.”

Of course, Obama easily won reelection; consequently, the enthusiasm within the Obama administration for defining and reining in presidential power is likely to wane. And given the acrimony on Capitol Hill, it’s hard to imagine that the President is eager to have congressional Republicans weigh in on something as sensitive as a kill list.

Then again, this seems to be one issue where there’s very little daylight between the two parties. Even the two separate fall 2011 drone strikes that killed Anwar al-Awlaki and his 16-year-old son, both American citizens, in Yemen raised few official eyebrows.

And because it’s all so incredibly classified, there’s not even an opportunity for informed public debate over the use of drones.
