A vaga de protestos na Tunísia – de onde vem e para onde vai?
Janeiro tem sido tradicionalmente o mês de todos os dramas políticos na Tunísia – uma greve geral em Janeiro de 1978; uma insurreição apoiada pela Líbia em Janeiro de 1980; motins do pão em Janeiro de 1984. Este mês, contudo, Janeiro terá dificuldades em superar Dezembro precedente. As últimas duas semanas de 2010 testemunharam a mais dramática vaga de agitação social na Tunísia desde a década de 80. O que começou pelo protesto desesperado de um jovem contra o desemprego, em Sidi Bouzid, na região Centro-Oeste da Tunísia, alastrou rapidamente a outras regiões e outros temas. Poucos dias depois da tentativa de suicídio de Mohamed Bouazizi, em frente a instalações locais do governo, estudantes, professores, advogados, jornalistas, activistas pelos direitos humanos, sindicalistas e políticos da oposição desceram às ruas em várias cidades, incluindo Tunes, para condenar as políticas económicas governamentais, a repressão das vozes críticas a a corrupção de tipo mafioso que enriqueceu vários membros da família do Presidente.

The following statement has gone viral over Facebook and has been sent to us by several people. It was issued by a group called "Gaza Youth Breaks Out." When we contacted them for more information they sent this response, "We are a group of young people living in Gaza facing different kinds of violence everyday. We are looking for change in our country and trying to taste peace. we can't give you names bcz we are working undercover and we can't have meetings as well for our safety." The also sent ways you can support their work which we pasted after the statement.

GAZAN YOUTH’S MANIFESTO FOR CHANGE

Fuck Hamas. Fuck Israel. Fuck Fatah. Fuck UN. Fuck UNWRA. Fuck USA! We, the youth in Gaza, are so fed up with Israel, Hamas, the occupation, the violations of human rights and the indifference of the international community! We want to scream and break this wall of silence, injustice and indifference like the Israeli F16’s breaking the wall of sound; scream with all the power in our souls in order to release this immense frustration that consumes us because of this fucking situation we live in; we are like lice between two nails living a nightmare inside a nightmare, no room for hope, no space for freedom. We are sick of being caught in this political struggle; sick of coal dark nights with airplanes circling above our homes; sick of innocent farmers getting shot in the buffer zone because they are taking care of their lands; sick of bearded guys walking around with their guns abusing their power, beating up or incarcerating young people demonstrating for what they believe in; sick of the wall of shame that separates us from the rest of our country and keeps us imprisoned in a stamp-sized piece of land; sick of being portrayed as terrorists, homemade fanatics with explosives in our pockets and evil in our eyes; sick of the indifference we meet from the international community, the so-called experts in expressing concerns and drafting resolutions but cowards in enforcing anything they agree on; we are sick and tired of living a shitty life, being kept in jail by Israel, beaten up by Hamas and completely ignored by the rest of the world.

There is a revolution growing inside of us, an immense dissatisfaction and frustration that will destroy us unless we find a way of canalizing this energy into something that can challenge the status quo and give us some kind of hope. The final drop that made our hearts tremble with frustration and hopelessness happened 30rd November, when Hamas’ officers came to Sharek Youth Forum, a leading youth organization (www.sharek.ps) with their guns, lies and aggressiveness, throwing everybody outside, incarcerating some and prohibiting Sharek from working. A few days later, demonstrators in front of Sharek were beaten and some incarcerated. We are really living a nightmare inside a nightmare. It is difficult to find words for the pressure we are under. We barely survived the Operation Cast Lead, where Israel very effectively bombed the shit out of us, destroying thousands of homes and even more lives and dreams. They did not get rid of Hamas, as they intended, but they sure scared us forever and distributed post traumatic stress syndrome to everybody, as there was nowhere to run.

We are youth with heavy hearts. We carry in ourselves a heaviness so immense that it makes it difficult to us to enjoy the sunset. How to enjoy it when dark clouds paint the horizon and bleak memories run past our eyes every time we close them? We smile in order to hide the pain. We laugh in order to forget the war. We hope in order not to commit suicide here and now. During the war we got the unmistakable feeling that Israel wanted to erase us from the face of the earth. During the last years Hamas has been doing all they can to control our thoughts, behaviour and aspirations. We are a generation of young people used to face missiles, carrying what seems to be a impossible mission of living a normal and healthy life, and only barely tolerated by a massive organization that has spread in our society as a malicious cancer disease, causing mayhem and effectively killing all living cells, thoughts and dreams on its way as well as paralyzing people with its terror regime. Not to mention the prison we live in, a prison sustained by a so-called democratic country.

History is repeating itself in its most cruel way and nobody seems to care. We are scared. Here in Gaza we are scared of being incarcerated, interrogated, hit, tortured, bombed, killed. We are afraid of living, because every single step we take has to be considered and well-thought, there are limitations everywhere, we cannot move as we want, say what we want, do what we want, sometimes we even cant think what we want because the occupation has occupied our brains and hearts so terrible that it hurts and it makes us want to shed endless tears of frustration and rage!

We do not want to hate, we do not want to feel all of this feelings, we do not want to be victims anymore. ENOUGH! Enough pain, enough tears, enough suffering, enough control, limitations, unjust justifications, terror, torture, excuses, bombings, sleepless nights, dead civilians, black memories, bleak future, heart aching present, disturbed politics, fanatic politicians, religious bullshit, enough incarceration! WE SAY STOP! This is not the future we want!

We want three things. We want to be free. We want to be able to live a normal life. We want peace. Is that too much to ask? We are a peace movement consistent of young people in Gaza and supporters elsewhere that will not rest until the truth about Gaza is known by everybody in this whole world and in such a degree that no more silent consent or loud indifference will be accepted.

This is the Gazan youth’s manifesto for change!

We will start by destroying the occupation that surrounds ourselves, we will break free from this mental incarceration and regain our dignity and self respect. We will carry our heads high even though we will face resistance. We will work day and night in order to change these miserable conditions we are living under. We will build dreams where we meet walls.

Quem paga os impostos sobre o trabalho?

O Carlos Guimarães Pinto relança a discussão sobre quem paga efectivamente os impostos sobre os rendimentos do trabalho - ou seja, se lançarmos um imposto de 10% sobre os rendimentos do trabalho, isso levará a que o trabalhador passe a ganhar menos 10% (ou seja, o trabalhador pagará o imposto), ou levará o empregador a passar a pagar mais ao trabalhador, a fim do seu salário liquido se mantiver igual (ou seja, a empresa pagará o imposto)? Diga-se que a mesma questão se levanta para impostos que formalmente são pagos pelo empregador, como os encargos para a Segurança Social - se esses encargos aumentarem, significa que a empresa irá pagar mais ou Estado, ou levará a empresa a reduzir os salários, continuando a pagar mais ou menos o mesmo ao Estado?

Teoria monetária

O autor está completamente a leste da teoria dos ciclos económicos, mas o texto vale a pena pela tentativa de perceber o actual sistema monetário, coisa que os próprios seus defensores parecem perceber pouco. É um caso de uma máquina dirigida por quem a defende mas não domina.

Monetary system not behaving according to textbooks – system is wrong!

" Bank lending is not “reserve constrained”. Banks lend to any credit worthy customer they can find and then worry about their reserve positions afterwards. If they are short of reserves (their reserve accounts have to be in positive balance each day and in some countries central banks require certain ratios to be maintained) then they borrow from each other in the interbank market or, ultimately, they will borrow from the central bank through the so-called discount window. They are reluctant to use the latter facility because it carries a penalty (higher interest cost)."

Típico como apesar de estar analisar correctamente o processo, não vê problema nenhum em si na criação de moeda para conceder crédito porque nesse acto, um passivo e activo têm lugar simultaneamente, quando devia ter em conta que a criação de moeda é um activo imediato e o crédito concedido um activo a prazo. Mas no fundo, os ciclos económicos dão-se porque existe uma disfunção entre o capital real (poupança real prévia) e o capital nominal (expresso em moeda criada para "sustentar" apenas nominalmente esse investimento - o que não assegura que capital real sob a forma de bens de capital exista para sustentar esse investimento).

When a bank makes a $A-denominated loan it simultaneously creates an equal $A-denominated deposit. So it buys an asset (the borrower’s IOU) and creates a deposit (bank liability). For the borrower, the IOU is a liability and the deposit is an asset (money). The bank does this in the expectation that the borrower will demand HPM (withdraw the deposit) and spend it. The act of spending then shifts reserves between banks.

These bank liabilities (deposits) become “money” within the non-government sector. But you can see that nothing net has been created."

Como já disse num post anterior, dada a incompreensão geral sob os ciclos e as crise, era preferível no actual sistema que os DO tivessem 100% de reservas (reduzindo os efeitos dos ciclos económicos) e toda a criação de moeda fosse exclusivamente por via de financiamento de défices, que tem um efeito inflacionário (nos preços de bens de consumo) muito mais imediato (o que não acontece com a expansão de moeda para concessão de crédito que tende a inflacionar preços de bens de capital e financeiros que não têm expressão nos números tradicionais de inflação), o que tornaria mais visível os excessos.

Mas claro que um sistema monetário livre, com uso de ouro e prata com reservas de 100% faria regressar a sanidade e estabilidade para todos, com ganhos para a população em geral, penalizando os ganhos da financeirização (os que mais perto estão da capacidade de criação de crédito) que autores de esquerda apontam instintivamente mas sem saber bem do que falam.

Michael Oakeshott por Sullivan

o texto está recomendado no post O conservadorismo explicado, 31 da Armada. Não sei quanta direita portuguesa hoje está livre dos tiques neocons de optimismo construtivista revolucionário para levar (como Napoleão, que dizem não gostar, por via militar) a luz do voto universal e direitos das mulheres aos desertos tribais dos outros, mas fica a nota.

"This was the opposite of doctrine. He represented what is best described as the conservatism of doubt. For him, ideology and certainty were as vulgar as they were untrue. He preferred the tradition of individual liberty and limited government, but he also accepted that there would be times when a society would have to act collectively towards a communal project — war, for example, or public education. What mattered was not right over left, but pragmatism over ideology. It is for this reason that American neoconservatives have so rejected him. For them, conservatism is about timeless truths — God-given liberty to everyone on earth, the need to promote good and punish evil, and to instil in the populace a respect for the universal truths America and the West represented. For them, conservatism is a political identity, not a human disposition. I remember once discussing Oakeshott with the father of neoconservatism, Irving Kristol. But Oakeshott would have insisted that combat is less human than conversation; and that all we really know is in the unspoken traditions and sentiments that a coherent society musters for itself. It did not exist as an abstraction, an idea or a truth, but as a cultural construct in a moment in time. And so the notion that Western liberty could suddenly be transplanted to, say, Iraq, would be a mistake. The idea wasn’t necessarily evil or ill-intentioned; it was simply wrong, and would end in tears. And Oakeshott’s insistence on this political and epistemological modesty in the end made American pragmatists and liberals more interested in him than in the neocons or the religious right.

As escolas e o sucesso dos alunos

Recentemente foi divulgado um estudo dizendo que "Os filhos dos licenciados têm melhores resultados nos exames do secundário do que os descendentes de famílias só com o ensino básico [e que os ]bons resultados dependem da idade dos estudantes (...) mas [que] esses dois factores têm um peso de apenas 30 por cento. Os restantes 70 por cento dependem exclusivamente do trabalho feito pelas escolas".

Sem conhecer os detalhes do estudo é difícil avaliar (mais ou menos como Luis Aguiar-Conraria diz aqui), mas há logo uma coisa que me levanta dúvidas - o background do aluno explica 30% das notas e o trabalho das escolas 70%? O estudo foi assim tão perfeito que não ficou nenhuma variância por explicar? Se os cálculos tiverem sido feitos por uma regressão, quer dizer que o R2 foi de 1? As idiossincrasias pessoais de cada aluno (ou mesmos factores ambientais que não tenha sido introduzidos no modelo) não têm mesmo nenhuma importância?

Já agora, a fórmula que as autoras calcularam foi com o objectivo de estimar o resultado médio dos alunos de cada escola, ou com o objectivo de estimar o resultado de cada aluno (a inexistência de variância não explicada é mais compreensivel no primeiro caso do que no segundo)?

Cabe apenas aos eleitores decidirem do mérito do candidato para o cargo de Presidente da República.

É verdade que Coelho já foi entrevistado pela televisão, mas não foi aos debates - as televisões deviam organizar mais 5 debates, entre ele e os outros candidatos (e se os outros não aparecessem, ficaria uma cadeira vazia...).

A inevitabilidade da captura regulatória?

Regulatory Capture: A Problem of Institutional Structure, Not Individual Ethics, por Kevin Carson:

Regulatory capture — the tendency of the regulatory state to serve the interests of regulated industries — is a well known phenomenon. It’s more widespread than most liberals[*] care to acknowledge. (...)

Liberals[*] typically respond by arguing that regulatory capture is not inevitable. If only some “good government” reform were passed, like campaign finance reform, the regulatory state would actually be the instrument of pure popular will it pretends to be, and would not be sullied by greed and corruption.

But collusion between regulators and regulated is inevitable by the nature of things. It doesn’t require any conscious corruption at all.

Even without deliberate collusion, “objectively collusive” relationships are inevitable not only because of the shared culture of regulators and regulated, but because regulated industries are—of necessity—the primary source of data for the regulatory state.

For example Mac McClelland, a reporter covering the Gulf oil spill cleanup efforts for NPR, contacted the Navy’s ad hoc command for clarification regarding the official numbers (i.e., 24,000 workers involved in the cleanup effort) it had issued. The lieutenant commander she emailed responded that he didn’t know, because “they’re not actually our numbers. Those are BP’s numbers….” (“Reporters Covering Oil Spill Stymied,” June 24).

But there’s no realistic way of avoiding this. Short of creating a state-appointed shadow management of regulators who’ve been sent to business college and trained in the industry, to constitute a parallel chain of command within the corporate bureaucracy and generate its own independent data, the regulatory state cannot avoid relying on largely unverifiable self-reporting by industry as the source for most of its statistics. And even if the state did create its own massive, parallel hierarchy of numbers-crunchers inside the corporate bureaucracies, in order to function effectively and understand the businesses they were regulating they’d have to have degrees in business administration and absorb a great deal of the culture of the regulated industries—which, presumably, would just take us back to the original problem.

That problem is not so much consciously corrupt motivation on the part of individuals, as it’s a shared culture. It’s the questions that never even occur to the regulators, because of the unexamined assumptions they share with the regulated. It’s the basic structural presuppositions of the regulated industries, which the regulators take for granted as much as the CEOs. The problem is, the regulators see the basic organizational form and institutional culture of the regulated industry, and an economy built on such institutions, as normal. To the extent that they pursue “reforms,” they are reforms that enable institutions organized on that pattern to function on as even a keel as possible. And the stable, effective functioning of existing institutions often means the suppression of smaller, more efficient, decentralized alternatives that might otherwise supplant them — albeit somewhat messily in the short term.

Cripto-nacional-sindicalismo?



Se não fosse a inversão cronológica, diria que a "Branca de Neve e os Sete Anões" (tema essencial  - a aliança entre a família real "legítima"* e um colectivo de trabalhadores) seria uma representação literária das teses de Rolão Preto (que disse "Queremos a monarquia e os sovietes") ou de George Valois (que tentou fundir a Action Française com o sindicalismo revolucionário).

Ou será que estamos presenciando sobretudo um tronco de influências comum?Afinal, os irmãos Grimm podem ser incluídos no Romantismo literário, e vários autores consideram tanto o sindicalismo revolucionário como o legitimismo e o fascismo como expressões do Romantismo político.

*sim, a vilã é uma rainha, mas a heroína é uma princesa salva por um príncipe, e ela é que é "membro de sangue" da família real (a ideia que tenho é que a Rainha Má é apenas esposa - provavelmente viúva - do rei).

"O Espectro da Anarquia" - mesa-redonda

O recurso a etiquetas ideológicas é uma prática recorrente, quer por parte de correntes de pensamento e movimentos sociais e políticos quer por parte dos poderes instituídos. Se para os primeiros uma lógica de fixação identitária parece impô-lo, para o segundo trata-se de uma técnica de definição de um inimigo, interno ou externo, identificável, de um processo de naturalização do recurso à violência autorizada. «Comunismo», «terrorismo», «antiglobalização», «anarquismo» têm sido algumas dessas etiquetas. Mais recentemente, o «anarquismo» – ou mais sofisticadamente as «ideias anarquistas» – instalou-se no espaço mediático a propósito de um conjunto de movimentações sociais contra os poderes instituídos. Detenções, condenações judiciais, cordões policiais em manifestações, a coberto da defesa da democracia contra as «ideias anarquistas», têm, na verdade, sustentado a criminalização de todas as lutas que procuram situar-se para lá da intervenção política e social institucionalizada. Partindo do reconhecimento de que por detrás da designação «anarquismo» se esconde uma enorme pluralidade teórica e prática, a UNIPOP propõe uma discussão acerca do percurso histórico das «ideias anarquistas» em Portugal, bem como uma abordagem cruzada de algumas das tradições teóricas que se colocam sob essa etiqueta.
