It's because they like tits AND patriotism, and they assume - quite reasonably - that the girls share their fondness for the symbol (or are, at any rate, game to pretend). No inconsistency required.
I'm not sure if you'll endorse this conclusion, but I think you may have inadvertently provided about the best steelmanning of the various "cultural appropriation is wrong" type positions
